Wash. man suspected of stabbing another landlady

EVERETT, Wash. — A man suspected of stabbing his landlady to death spent decades in a state mental hospital when he stabbed another landlady who survived in 1980.

Steven R. Well of Everett was ordered held Monday on $2.5 million bail for investigation of murder.

The 58-year-old Well is accused of killing 64-year-old Judy Garcia on Sunday at an Everett apartment building. A motive was unclear.

In the 1980 case, Well told a psychiatrist that he believed the victim was invading his brain with electrical signals. He was diagnosed with paranoid schizophrenia.

The Daily Herald reports Well was found not guilty by reason of insanity and released in 2004 with conditions that he take his medications and find suitable housing.
