The agency plans to give a statement at 3 p.m. EDT at its headquarters in Waterbury.

The body was found Sunday by bird hunters in Wheelock, Vt., about 10 miles from the Sheffield, Vt., home where police believe Pat O’Hagan was abducted. Police say they suspect foul play.
