Board denies claim in Jaycee Dugard kidnapping
SACRAMENTO, Calif. — The board that considers compensation for California crime victims has denied a claim by the mother of kidnapping victim Jaycee Dugard.
The Victim Compensation and Government Claims Board on Thursday rejected Terry Probyn’s claim that she deserved to be compensated for emotional injury because state parole agents did not find Dugard while she was being held by her alleged kidnappers.
The move means Probyn would have to sue the state if she wants to recover monetary damages from her daughter’s years in captivity.
The attorney who filed the claim says he no longer represents Probyn and doesn’t know if a lawsuit will be filed.
Probyn’s claim was not covered in the state’s $20 million settlement with Dugard and the two daughters she bore Phillip Garrido.
